DPS online collaboration tools

NLNetherlands
Dynamic purchasing system. Suppliers can join at any time; the date shown is the end of the system, not a submission deadline. Individual contracts are later awarded among admitted participants only.

Your path to submission

  1. Deadline for requests to participate: 12 December 2029 at 18:00 — 1137 days left. Two-stage procedure: by this deadline you submit a request to participate (proof of eligibility). Only shortlisted firms are then invited to submit a tender.
  2. You submit on TenderNed — not here and not by e-mail. ↗ Submission via TenderNed with an eHerkenning account — issuance for foreign firms can take time; apply early. Sort out account and signature first — not on submission day.
  3. Collect your evidence — the eligibility requirements are listed on this page; for many of them the analysis explains how to obtain them.
Compiled automatically from notice and documents — no guarantee; the procedure's wording is binding.

What the buyer is looking for

This Dynamic Purchasing System (DPS) allows you to submit an offer to a large number of educational institutions in Ireland and the Netherlands, after completing a simple registration procedure. The DPS will give admittance to all interested parties that offer online collaboration tools in accordance with the requirements described in the Tender documents. The Participants of the DPS wish to purchase online collaboration tools on demand in three categories, which are (1) online whiteboarding tools, (2) Project, task & work (place) management tools, and (3) Online survey & polling tools. This means that each Participant purchases a online collaboration tool in a category of their interest as and when it requires that software. The Assignments for delivering these products must be awarded in a simple manner and within a short period of time.

Tactics

When this buyer has awarded in this sector, there was usually a single bid in the end. A solid bid has a real chance here. (Based on 8 completed awards — not a statement about this procedure.)

This procedure allows 2227 days between publication and deadline — typical in this country is 48 (median of 2,911 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.

Foreign bidders

In the Netherlands · Software & IT systems, 40 contracts went to foreign companies over the last 3 years (of 822 recorded awards) — mostly from Germany, France, Finland.

Measured from linked award data; foreign winners bidding through a local subsidiary count as domestic — the true share is higher.
