What the buyer is looking for
The city of Troisdorf already offers a service bike leasing model and would like to continue this. It intends to offer its employees (both collective bargaining employees and civil servants) a state-of-the-art service bike lease. While existing structures are to be consolidated, the measure primarily serves to promote an environmentally friendly mobility culture and to increase employer attractiveness. Employees should be given the opportunity to use two-wheelers, including accessories, via service bike leasing for their journeys to and from work, but also in their private environment. … the basic service relationships between the contracting authority and the contracting authority. Furthermore, the requirements for the individual leasing contracts as well as the fee conversion and assignment contracts for the use by the employees are regulated. As a lessee, the client concludes an individual leasing contract for the desired bicycle with the contracting company for each employee. The leasing service should also include accessories and ancillary services such as the inspection, maintenance and insurance of bicycles. A fee conversion and assignment contract is concluded between the client and the individual employees. The pay conversion contract regulates the corresponding salary conversion as well as the rights and obligations of the employees, which must be observed when using the bicycle. In the last 4 years, 191 leasing contracts have been concluded. The total turnover of the current contract currently amounts to EUR 677,600.00 gross (as of 21 October 2026). This award is to be calculated with an order volume of 150 leasing contracts. It is clarified that this is a framework agreement. On the part of the city of Troisdorf, no commitment is made regarding a minimum number of bicycles to be leased (exclusion of the purchase risk). The Contractor shall not be entitled to call-offs. The client employs around 1,300 people. Only one bicycle may be leased per employee. The use of the leased property must also be permitted and insured for spouses/wives or relatives and cohabitants living in the same household as the beneficiaries. Use by other members of a shared apartment (roommates) is expressly excluded. The private use of the bike by the employees is permitted.
