What the buyer is looking for
As part of the project TOP_PLUSZ-1.3.2-23-DE1-2025-00001, the environmental development of Bem tér. The size of the development area included in the green area reconstruction in the northern and southern development area is a total of 12520 m2, of which 8900 m2 is the size of the renewable or newly created green area. Grounds for exclusion from tendering for lots: On the basis of a combined and complex examination of the economic, technical, quality and organisational aspects related to the performance of the contract, the Contracting Authority concluded that, in the case of the multi-element green area reconstruction and public space development investment covered by the public procurement, ensuring the bidding for the lots was not compatible with the proper, uniform quality and timely implementation of the investment. The development is a complex landscaping and infrastructure…

… development investment based on a unified concept, which includes planting works, the construction of an irrigation system, pavement construction tasks, the installation of playground and street furniture elements, interventions of a hydrological nature (fountain renovation, rainwater drainage), and the installation of a public safety system (camera). These elements are technically and functionally built on each other, interact closely with each other, and treating them as independent parts would jeopardise the uniform functionality of the investment. Each type of work of the investment is implemented not independently, but as a precondition for each other's implementation and as a system built on each other. Planting works, for example, are directly linked to the construction and commissioning of the irrigation system, as the sustainability of the planted crop can only be ensured if the irrigation system is properly designed and regulated. Pavement construction works are also closely related to stormwater management solutions, as the construction of paving stone and asphalt pavements must ensure the drainage and drying of stormwater in the direction of green surfaces. The installation of playground equipment, street furniture, surveillance cameras and other public space equipment can also be carried out in accordance with the final landscaping, utilities and pavement construction works. Due to this degree of interconnectedness of the construction processes, splitting the works into technical or functional parts would result in disproportionate coordination and technical risks. The contracting authority has a single construction plan documentation covering the entire investment, which includes the coordinated design of the green surface system, the water management solutions, the cladding structure and the public space equipment. The design documentation uses integrated technical solutions (in particular the connection between the plant surfaces and the irrigation system, the irrigation system of the paved surfaces and the rainwater drainage system, and the connection of the parts of the area with different functions) which, if disrupted, would make the coordination of the construction significantly more difficult and would risk inappropriate fits or technical incompatibilities. The construction workflows are closely intertwined in space and time. Earthworks, public utilities and hydraulic engineering tasks, pavement constructions and plantings are mutually dependent activities. The co-existence of several contractors on the workspace would result in a significant additional coordination burden, in particular in terms of workspace transfers, temporary traffic engineering solutions and coordination of different specialised works. Due to the nature of the area affected by the development – a public area in continuous use located in a residential environment – a uniform organization is particularly justified, which ensures the uninterrupted implementation, the minimisation of the load on the population and the avoidance of accident-prone situations. The exclusion of sub-tenders is also justified by the fact that the topographical numbers indicated in the call are not interchangeable.
