The object of the procurement is to carry out the statutory audit of the administration and finances of the City of Helsinki for the financial years 2027-2029 and, as an option, for the financial years 2030-2031, in accordance with Chapter 14 of the Local Government Act and the City of Helsinki Administrative Regulation. The subject matter of the procurement also includes the audits and statements required of the City's auditor based on other legislation. In addition to the auditor’s report and the final audit report, the auditor is required to submit at least two written interim reports to the Audit Board each year. Each year, at least 40 audit days of the accountable auditor shall be allocated to the audit. … auditors of the group entities to review the information to be provided for the consolidated financial statements and to report the audit of the group entities to the parent auditor. When submitting a tender, the tenderer must take into account that the audit firm has at its disposal the work of the Audit Office and the internal audit reporting (Annex 4). Changes in the city's organisational structure, methods of operation and tasks may occur during the period covered by the invitation to tender. In the event of material changes (such as incorporation), the parties will negotiate in advance their implications for the audit.
