What the buyer is looking for

The object of the procurement is a rehabilitation service for the personal customers of the Social Insurance Institution of Finland (Kela), vocational training for a young person receiving rehabilitation allowance, and its development. This invitation to tender concerns a service to be put out to tender in Eastern Finland. The service to be procured is part of the rehabilitation development project for those receiving rehabilitation support, which will be implemented between 2025 and 2028. The project will create a new individual vocational rehabilitation service for customers who receive rehabilitation support only from Kela. The target group of a young person receiving rehabilitation allowance is a client aged between 18 and 29 whose illness or disability has caused or is estimated to cause a material impairment of the client's work or study ability and earning opportunities in the…

… next few years in accordance with section 6 of the Rehabilitation Act of the Social Insurance Institution of Finland (Act on Rehabilitation Benefits and Rehabilitation Allowance Benefits 566/2005). The customer has been granted rehabilitation aid paid by Kela, which the customer has received for less than 2 years. The client's ability to work and function has been estimated to be restored through appropriate treatment and/or rehabilitation. The goal of the training is to activate the customer to move from rehabilitation support to studies, working life or other rehabilitation services. Vocational training for young people receiving rehabilitation support is carried out as individual rehabilitation. The coaching is carried out by a coach and includes both face-to-face rehabilitation and remote rehabilitation. The service includes meetings, some of which can be implemented as video calls, as well as online rehabilitation and network work. The service will be implemented in accordance with the following service description (valid from 1.4.2027): - Professional coaching for young people receiving rehabilitation allowance, combination of face-to-face and remote rehabilitation. The service description of Kela's rehabilitation and its appendices (1-4) define the content of the rehabilitation arranged by Kela and its quality requirements. The service description and its appendices are applied simultaneously in the implementation of rehabilitation arranged by Kela. However, the service description always takes precedence over the attachments. The service provider must follow the instructions published on Kela's website under Partners / Rehabilitation Services / Instructions for service providers, which are binding as part of the implementation of the service. The service description and its annexes referred to above are hereinafter referred to in this invitation to tender as the ‘service description for rehabilitation’. The tenderer undertakes to comply with the rehabilitation service description throughout the contract period. The procurement is carried out regionally, also taking into account the perspective of geographical coverage in order to secure the regional service need. The Eastern Finland region is divided into two smaller regions A and B. The selection of young professional coaching service providers receiving Rehabilitation Assistance in the Eastern Finland region and the estimated number of clients are described in Annex 3 of the call for tenders Framework agreement. The areas used in the procurement are described in Annex 4 of the invitation to tender Map and municipalities. By submitting an offer for this tender, the tenderer undertakes to implement the service in accordance with Kela's rehabilitation service description for customers in the Eastern Finland region (A or B) that has been selected as the service provider. The development is carried out as the co-creation of service providers of a young person receiving rehabilitation support, which is guided and coordinated by Kela's experts. Development and related reporting will take place between 1.4.2027 and 31.10.2028. The course of the development and the price to be paid for the development in accordance with the contract defined by Kela are described in Appendix 6 of the invitation to tender Description of the development / Vocational training of the young person receiving rehabilitation support. The rehabilitation of Kela's customers will be carried out in full between 1 April 2027 and 31 October 2028. Tenderers may submit only one tender for the invitation to tender to which this invitation to tender relates (see Other information in the invitation to tender / Region to be tendered, number of customers to be offered and parallel tender).

Tactics

This procedure allows 35 days between publication and deadline — typical in this country is 32 (median of 1,452 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.

The deadline falls on a Monday — your last full working day is the Friday before. Have evidence and guarantees together by Thursday.
