What the buyer is looking for
The aim of the procurement is to implement a real-time indoor air condition monitoring system for JHAO's educational establishments and related expert services. The agreement includes a cloud service for condition data (SaaS), expert analysis and the possibility to acquire IoT-based indoor air condition measuring devices. The monitoring system for indoor air conditions will be implemented at the Kontinkangas site in the first instance, but the use of the monitoring system can later be extended to other sites. … SaaS service and measuring device solution provider be the same operator. The purpose of the requirement is to ensure the functionality of the service package, the reliability of the measurement data, the principle of a single responsible party and cost-effective maintenance throughout the contract period. Measuring devices, data transfer, cloud services and analytics form a single functional entity in the procurement. A market dialogue on the procurement took place on 25 September 2026 at 12 noon. The market dialogue had been announced for the period from 3 September to 22 September 2026 in Hilma and all interested parties had the opportunity to participate in the market dialogue. During the market dialogue, the client asked the suppliers questions about the implementation of the procurement. Suppliers also had the opportunity to ask questions about the future procurement. The tender materials were sent to participants in the market dialogue for comments between 13 October and 19 October 2026. The services to be procured will be used at OSAO's offices. OSAO does not commit to predetermined procurement volumes, and the volumes of individual deliveries may vary depending on the specific needs of the locations. When submitting the tender, the tenderer must take into account the fact that the customer does not commit to purchasing the system or service for all properties (items) and that measuring devices are only purchased when necessary.
