… purpose of this opinion is to establish a single-awarded standing framework agreement, with no minimum amount and a maximum amount of EUR 8 000 000 net of tax, for the purchase of support services in the promotion and operational communication of RATP projects. The heart of the market is based on the continuous support of projects and works, from the strategic reflection and the first identifications to the operational preparation of the devices intended to be deployed on the network. This support has a dual objective: - The valorisation communication aims to make projects known, to explain their purpose and to highlight their benefits for travellers, territories and partners. It mainly mobilizes consulting, strategy, design and creation services to build the messages and devices adapted to each project. - Disruption communication accompanies the consequences of the work on the operation of the network. It responds to directly operational issues: inform travellers, enable them to anticipate their movements and guide them during periods of closure or change of traffic. It is part of tight timetables and requires compliance with a precise graphic charter, production, validation and deployment deadlines. These two dimensions are at the heart of the market and require the holder to adapt his organization, methods and resources to the nature of each request. The Framework Agreement will be awarded to a single Holder. The estimated start date for the services is March 2027.
