Whenever the Contracting Authority describes the subject-matter of the contract by reference to the standards, technical assessments, technical specifications and technical reference systems referred to in Art. 1 point 2 and paragraph 3 of the Public Procurement Act, it should be understood that in accordance with Article 101 sec. 4 of the Public Procurement Act, also allows equivalent solutions.
