In accordance with Article 139 of the Act, the contracting authority will first examine and evaluate the tenders and then make a qualitative selection of the economic operator whose tender will be ranked the highest as regards the absence of grounds for exclusion and the fulfilment of the conditions for participation in the procedure. 2.7. The contractor will be bound by its tender until 31 December 2026. 2.8.
