What the buyer is looking for
The subject of the public contract is the additional sorting of slag on the technology of the selected supplier in order to (a) increase the economic yield, (b) improve the parameters of the slag for its subsequent use and (c) obtain all components suitable for subsequent material use. The contracting authority operates the Brno Waste Energy Recovery Facility (‘ZEVO’), the operation of which produces, inter alia, cinders registered as waste of catalogue number 19 01 12 – other ash and slag not mentioned under number 19 01 11 (‘cinders’). The contracting authority has its own technology for slag sorting, where slag is pre-sorted by a method that separates part of ferrous metals, part of non-ferrous metals and treated (rough and fine) slag. Subsequently, the fine cinder is handed over to the supplier for further sorting on the supplier's sorting technology in accordance with the…

… operational and other requirements of the contracting authority. The contractor shall ensure the operation of the sorting technology at its own expense, at its own risk, for the entire duration of the concession, on a continuous or campaigned basis, in such a way as to ensure the processing of the resulting amount of slag and at the same time not to restrict the operation of the WEEE plant, over the course of individual calendar years and for the entire duration of the concession. Ownership of the individual resulting products of the additional slag sorting (i.e. output products) will be divided between the contracting authority and the selected supplier as follows: ferrous metals (Fe), magnetic dust – ownership of the contracting entity; non-ferrous metals (non-Fe) – ownership of the concessionaire; and modified cinder (catalogue number 19 01 12) – ownership of the contracting authority. This constitutes a starting point which may be the subject of negotiations with the parties during the negotiation phase of the concession award procedure. The contracting authority awards the concession by means of a concession award procedure, the various stages of which are described in Article 5 of the tender specifications. The detailed definition of the subject of the contract, including the technical conditions in the details necessary for the preparation of the tender, is set out in the annexes to the tender specifications.
