… its needs. The purpose of the expert service is to support the systematic development, implementation, deployment and continuous maintenance of the city's digital services and e-services and to meet both business and technical needs. The procurement is divided into three (3) areas: Sub-topic 1 Expert Services for Custom Software Products Sub-topic 2 Expert Services for Microsoft Power Platform Technology Sub-topic 3 Expert Services for Microsoft Analytics and BI Technology Procurement is implemented as a framework agreement by sub-topic. Orders exceeding EUR 60,000 will be executed from the primary Supplier or on the basis of lighter tendering. Orders of up to EUR 60,000 will be executed from the most suitable supplier according to the specific procurement needs or on the basis of lighter tendering. The detailed implementation of the procedure is described in Annex 1.1, ‘Description of the framework agreement’. The total estimated value of the procurement over four years, excluding VAT, is €8,000,000. A more detailed description of the content of the contract can be found in Annex 1 to the invitation to tender. "Description of the subject of the contract". The contracting entity has prepared the procurement by assessing the alternatives available on the market and the competitive conditions, as well as the ways in which the procurement is carried out. The market survey notice was published in HILMA on 25 March 2026. Eighteen (18) suppliers responded to the notification, of which seven (7) were invited to market dialogues through Teams. Draft tender materials were sent to all eighteen (18) suppliers to comment on the written market dialogue. Comments received from suppliers were used, for example, to specify and define the subject matter and requirements of the procurement, to set the references to be requested, and to specify the main terms and conditions of the contract. The key finding of the survey was that there are many potential suppliers that are suitable to meet the customer's needs. The contracting entity has assessed the division of the procurement into lots and has decided to carry out the procurement in three (3) areas. The solution is based on the subject matter of the procurement, the market situation and the promotion of appropriate competition. The subdivision of procurement enables the provision of more than one supplier when the expert service is divided according to different technology expertise. The market survey has been carried out in such a way that no single supplier has been popular and the survey has been conducted fairly and transparently. The principles of market prospection referred to in section 65 of the Procurement Act have been taken into account in the preparation of the procurement, and the contracting entity considers that the preparation supports the realisation of competition. · This sub-area covers software products and digital solutions developed for the internal needs of the City of Espoo, for which no appropriate ready-made software is available or for which it is not cost-effective to acquire ready-made software. It is about the city's own application development, which aims to produce tailor-made solutions that support service production and the digitalisation of the city that are central to Espoo's operations.
