Procurement of site connections for the Hessian School Administration Network (HSVN)

… devices in use. In addition to these school administrative networks, there are so-called pedagogical networks in many school locations. The pedagogical network or, where applicable, other networks of the respective school are separate from the administrative network and are not part of this procurement. The services of the managed connections of the HSVN are currently provided by Deutsche Telekom Business Solutions GmbH (DTBS). The duration of the contract should be up to 4 years (1+1+1+1) for the aforementioned services. At the beginning of the contract, the migration of the existing stock of connections from the current operator to the contractor, hereinafter referred to as AN, is to be started. The start of the contract and further details on the duration are regulated in the framework contract. The order volume is outlined with the stock described on 01.10.2026 at the beginning of the contract. The stock is subject to constant changes due to the needs of the HSVN. A dynamic, high-performance network for data exchange that can be expanded on a case-by-case basis is required at the locations. The Contractor must be able to provide the change requirements within the framework of the described boundary conditions on time and on the terms offered. Forecasts of future demand are estimates and do not lead to an obligation to purchase, but merely provide indications of the currently assumed development of demand during the term of the contract. The connection of the administrative workstations of the schools to the central data center infrastructures in Wiesbaden is realized as a closed user group, without transition to the Internet. The allocation of schools is divided in two ways. On the one hand, the individual connections of the schools to be procured here via a managed provider platform solution with ADSL connections including managed router and redundantly designed gateway, on the other hand, the introduction of entire school carrier networks to the server structures in the data center of the HZD via the HessenNetz. The first type of connection via individual connections of the sites is the subject of these service descriptions, the second type of connection via entire school carrier networks is accordingly not part of these service descriptions.
