… Description of technical data, scope, certification and documentation requirements 1) Technical requirements for diesel engine Chausson/TIM 506-14042M-02 combustion air cooler: Maximum operating pressure (bar) 4.5 2 Operating temperature (oC) 5-30 20-160 Max. volume of fluid (t/h) 55 9000 m3/h Material quality copper carbon steel a) Air flow rate: 2,4-2,5 kg/s (b) Inlet temperature: 150-160°C (c) Air-side temperature step: 110-120°C (d) Flow rate: 55m3/h (e) Inlet temperature: 25°C (f) Water side temperature step: 4-4,5°C 2) Chausson/TIM 506-14042M-02 or equivalent combustion air cooler certification requirements: Chausson/TIM 506-14042M-02 is a commercial product. (a) The products must be accompanied by a declaration of conformity of type 2.1 (or CoC) or equivalent issued by the manufacturer. (b) The raw material for metal parts must be accompanied by an expert quality certificate of type 3.1 (or CoC) or equivalent according to standard MSZ EN 10204:2005, which must include the real chemical composition and mechanical properties of the raw material at 20oC. (c) It must also be accompanied by a record of conformity of the pressure test of the pressure parts with parameters (media, pressure, duration) agreed with the customer. (d) Non-metal parts must be accompanied by a declaration of conformity of type 2.1 (or CoC) or equivalent according to standard MSZ EN 10204:2005. (e) CE marking: Together with the declaration of conformity, the product (or its data plate) shall bear a CE marking indicating that the appropriate conformity assessment procedures have been carried out by the manufacturer. (f) Technical documentation/manual: Comprehensive documentation provided by the manufacturer, including installation, operation and maintenance instructions, safety instructions and technical data. (g) Manufacturer's quality assurance certificates: Compliance with standards such as ISO 9001 or equivalent, which certifies the quality of the production process. *Decree 321/2015 on the method of proof of suitability and grounds for exclusion in public procurement procedures and the definition of the technical specifications for public procurement. According to Section 46(5) of the Government Decree, ‘a tender may not be declared invalid on the sole ground that the works, products or services included in the tender do not comply with the technical specifications if the tenderer proves in its tender, by any appropriate means, that the solutions proposed by it comply in an equivalent manner with the requirements laid down in the technical specifications for public procurement.’ Tenderers must provide in their tenders documents, in particular manufacturer’s technical data sheet, product specification, declaration of conformity, certificate, test report or other technical documentation or certificates, which enable the contracting authority to establish the balance unambiguously.
