What the buyer is looking for
A consortium composed of the City of Epernay and the CCAS of Epernay has been set up for the award of this framework agreement. The City of Epernay is appointed as coordinator of the grouping of orders. It is responsible for organising, in accordance with the rules laid down in Decree No 2016-360 of 25 March 2016, all selection operations for the contracting party(ies), signing and notifying contracts on behalf of all the members of the consortium, in accordance with Article 28(II) of the Ordinance of 23 July 2015 on public procurement. This framework agreement shall lay down all the conditions for performance of the services and shall be executed as and when order forms are issued by the contracting authority.
