What the buyer is looking for
The purpose of this consultation is to carry out maintenance services for elevators installed on various sites of the Chamber of Trades and Crafts Auvergne-Rhône-Alpes (CMAR ARA). The services include, in particular, preventive maintenance, corrective maintenance, troubleshooting, the necessary interventions to maintain the equipment in operational condition and all the obligations associated with the safety and continuity of operation of the installations, in accordance with the applicable regulatory provisions. The scope of the contract comprises seven (7) CMAR ARA sites spread over the regional territory: - the headquarters of CMAR ARA located in Lyon (Rhône - 69); - the Apprentice Training Centre located in Bourgoin-Jallieu (Isère - 38); - the Viriat site (Ain - 01); - the Grenoble site (Isère - 38); - the Chamalières site (Puy-de-Dôme - 63); - the Romans-sur-Isère site (Drôme - 26);…

… - the Annecy site (Haute-Savoie - 74). The precise addresses as well as the technical characteristics of the installations concerned are detailed in the technical documents of this consultation file. Given the existence of ongoing maintenance contracts on certain sites, the takeover of the installations may take place gradually over the duration of the contract, in accordance with the terms set out in the contractual documents. · In accordance with the provisions of Article L.2113-11 of the Public Procurement Code, this contract is not broken down into lots. This decision is justified by the specific characteristics of the need. The contract covers a limited number of lifts spread over several sites. The devolution into lots would have the consequence of fragmenting homogeneous maintenance services and multiplying the stakeholders on the buyer's assets, to the detriment of the consistency of the technical monitoring of the installations, the coordination of interventions and the contractual management of the contract. Moreover, decomposition into lots would lead to the formation of lots of low economic consistency, liable to restrict competition by limiting the interest of economic operators in each of them. The use of a single contractor thus makes it possible to ensure a homogeneous organization of services, continuity of service on all the sites concerned, better traceability of interventions and a single interlocutor for the technical and administrative management of the market.
