KVT eesmärk on vähendada narkootikumide tarvitamisega seotud riskikäitumist, nakkushaiguste levikut ja narkootikumide tarvitamisest tingitud üledoose ning julgustada narkootikumide tarvitajaid võtma ühendust tervishoiu- ja sotsiaalteenustega, samal ajal jagades neile teavet olemasolevate abiteenuste kohta. NTI-d on antud hanke mõistes narkootilisi ja psühhotroopseid aineid tarvitavad inimesed, sh kuritarvitavad ja sõltuvushäirega inimesed.
