What the buyer is looking for
This public contract concerns the purchase, supply, installation and placing in service of a dynamic weighing system on the loading plant of refuse collection vehicles. The weighing system shall allow the presented waste to be weighed in a reliable, accurate and reproducible manner during the collection process and the recorded weight data to be correctly linked to the relevant collection data. The assignment does not only include the supply of the required weighing components, but aims at the realization of a fully integrated and ready-to-use solution on the vehicles concerned. … in the scope of the waste collection organisation. With the introduction of this tarification system, the waste fee is partly based on the effectively offered waste weight. The registered weights are therefore an essential element in the further administrative processing and pricing. Correct, accurate, verifiable and reliable weight registration is therefore of fundamental importance. The dynamic weighing system shall be suitable for use during daily waste collection and shall allow weighing to be carried out within the normal operational collection process. The aim is to achieve a system that supports the continuity and efficiency of the service as much as possible and that minimises the impact on the normal operation of the collection vehicles and the collection rounds. Given the use of the recorded weight data in the context of pricing, particular attention should be paid to the reliability, accuracy, traceability and integrity of the measurement data. The solution offered should therefore consist of a certified and integrated weighing system that meets the technical and functional requirements set out in these specifications and is suitable for its intended use. In addition to the actual weighing, a correct link between the recorded weight and the corresponding collection data is also essential. The system should enable contracting authorities to have reliable data that can be processed in a consistent manner within the weight diffusion system. The purpose of this contract is therefore to equip the vehicles concerned with a sustainable, reliable, accurate and integrated dynamic weighing system that can be used in a reliable manner during day-to-day operation and that allows an efficient, transparent and forward-looking implementation of the weight diffusor policy. With this contract, the contracting authority aims to achieve a solution in which the various components and services (including delivery, installation, integration, configuration, calibration and placing in service) are aligned and together form a coherent and operational whole.
