What the buyer is looking for
As part of TERRA FORMA and the structuring of the RIPOSTe platform, the Observatoire des sciences de l’Univers Paris-Centre Ecce Terra (ECCE TERRA) UAR 3455 wishes to strengthen its capabilities for mobile 3D mapping of natural surfaces. The work concerned includes quantitative geomorphology, erosion and sediment transfer, gravity movements, surface roughness characterisation and validation of remote sensing data. The equipment sought must make it possible to move from a 3D map mainly relating to a dense, repeatable topographic measurement that can be directly linked to a geodetic reference frame. The intended uses include the multiscale characterization of roughness, the constitution of field truths for remote sensing, the quantification of volumes and morphological changes, as well as the coupling between field geometry and geophysical observations. ECCE TERRA already has a lightweight…

… SLAM mobile system for rapid recognition and relative mapping. The new acquisition is complementary: it must provide higher measurement density, absolute centimetre georeferencing, better repeatability between campaigns, synchronized imaging and operational capability on large rights-of-way, on foot as well as from a vehicle. The equipment is intended to be shared between several teams and observation sites. It must therefore be robust, transportable, usable offline, documented, and produce data in formats usable by standard scientific processing chains. This contract includes at least the acquisition of a complete and operational system, the minimum expected technical and functional performance of the equipment, the delivery provided by the Contractor, the configuration, commissioning and initial checks, the provision of the software and licences necessary for the acquisition, processing and export of the data, the training of users on site in Paris, the contractual guarantee, the technical support and the maintenance services provided for in the contract. The minimum performance requirements and technical specifications are specified in the consultation documents. · The proposed system should be a complete 3D mobile mapping solution. An integrated or modular architecture shall be accepted provided that all the performance specified in the special terms and conditions is demonstrated and that the various subsystems are synchronised and supplied with the means necessary for their operation. The minimum expected technical and functional performance of the equipment shall be specified in the consultation documents. Two additional services (PES) are required (mandatory presentation and figures): PSE No 1 - Extension of the guarantee by a further 12 months after the initial guarantee period. This extension must cover the parts, labour, travel and transport required for the refurbishment and PSE No 2 – Preventive and corrective maintenance contract for a period of five years after the guarantee has been issued, including regular checks, the check/calibration operations recommended by the manufacturer and access to technical support over a minimum period of five (5) years. Three possible additional services (PES) are proposed (optional presentation and costing): PSE No 3: Additional set of batteries and field recharging solution to increase daily autonomy, PSE No 4: Software licence or additional processing station allowing independent processing by a second user and PSE No 5: Additional advanced training on quality control, georeferencing, uncertainty quantification and multi-temporal workflows. Clement What the numbers say about this buyer
- In this sector the buyer awards roughly every 3 months (8 awards, most recently September 2026) — the next award is due around November 2026 by that rhythm. The last award went to TOPTICA Photonics SAS.n = 8
- 3% of this buyer's awards went to companies that had already won here before (33 awards since 2021, spread over 20 companies). That is well below the sector norm (20%) — this buyer switches suppliers more often than others.n = 33 awards since 2021
- 36% of awards went to companies from abroad (33 awards with a known winner country). Sector average: 20%.n = 33
- The median procedure drew 2 bids (29 procedures with a bid count); 41% ended with a single bidder. Sector: median 3 bids.n = 29
