… selection of students for the education to be acquired, the organisation of teaching and the administration of education. If necessary, the coordination of laws and regulations will be negotiated separately with the Subscriber and the selected Supplier. Objective The aim of the training is to quickly employ participants in the duties of early childhood education teachers. The planned duration of the studies is approximately 14-16 months and the scope of the studies is approximately 70-75 credits. The studies to be completed will be organised as a blended implementation. The studies include a maximum of 2-5 contact teaching sessions, which must include a maximum of 10 contact teaching days in total. Contact teaching included in the studies must be arranged at the beginning of the studies. In addition to face-to-face teaching, the studies include real-time distance learning starting no earlier than 4 p.m., independent studying and group work, as well as practical on-the-job learning and practical training in the early childhood education and care unit. The studies to be acquired are vocational qualifications for early childhood education and preschool education in accordance with the Government Decree on University Degrees and Specialisation Education (794/2004, Sections 19-20), which are completed as separate studies. The right to study of the persons selected for the pilot is limited to the separate studies that are the subject of the procurement. The separate studies to be acquired together with a suitable background degree (at least a Bachelor of Education) produce eligibility for the position of teacher in early childhood education (Act on Early Childhood Education 540/2018, section 26). The aim is that the unemployed persons participating in education and the bachelors/masters of education who are at risk of unemployment will find employment in early childhood education and care after about three to four months of studies and complete their studies in a fixed-term employment relationship. If people who have completed a fixed-term employment relationship in early childhood education in C6 cities participate in the studies, they must be able to complete the studies in full alongside their work. Once qualified, participants can become permanent participants in early childhood education and care in C6 cities. More detailed training is described in Appendix 1, Description of the subject of the procurement. The contract period is from 1 January 2027 to 31 December 2030. The agreement includes the possibility of re-implementation(s) of training if C6 employment regions consider it necessary after the first implementation. The subscribers agree on possible re-implementations and their scope with the selected service provider. Prices are fixed throughout the contract period. The distribution of the total estimated value of the procurement between the C6 employment regions is based on estimated student quota per city. The payment terms and prices are set out in more detail in the draft contract in Annex 2, the main terms of the contract. The customer does not commit to certain procurement quantities during the contract period.
