What the buyer is looking for
This assignment concerns an assignment in 1 fixed and 1 conditional part. The fixed part concerns ‘Part 1: Design study N33 Torhoutsesteenweg Oostende’ The conditional part concerns ‘Part 2: Feasibility study bicycle tunnels R31’. Part 1: Design study N33 Torhoutsesteenweg Ostend (fixed section) The Torhoutsesteenweg (N33) is one of the most important access roads to Ostend and connects the city with the hinterland towards Torhout. It crosses the Elisabethlaan (R31), an important ring road around Ostend, and continues towards Leffinge and Gistel. This specific trajectory: is located in a highly urbanised area with road shops and businesses forming a transition between urban traffic and outbound regional traffic being used by all modes of transport at the same time (cars, trucks, bus, cyclists and pedestrians) The main core problems of the Torhoutsesteenweg are high traffic insecurity,…

… structural traffic congestion, an excess of entrances and exits to and from car parks, a lack of separation between traffic functions, The project steering group of the Ostend access study concluded for the N33 that “the measures examined do not ensure a better flow. The small advantages towards road safety do not outweigh the disadvantages. Further research is necessary.’ This further research is the subject of the present contract. The aim of this design study is to draw up a complete concept with start note and preliminary design with project note for the N33 Torhoutsesteenweg between the R31 Elisabethlaan and the municipal border with Middelkerke (‘De Kromme Elleboog’). Furthermore, part of the project zone, i.e. between Steensedijk and Rolbaanstraat (including the intersections), i.e. between kmpt. 2,55 and 4,4) to be developed into a tender bundle, including the layout and submission of the file for the environmental permit. The services for Part 1 include: carrying out a topographic survey drawing up microsimulations (for existing condition and design scenarios) drawing up a concept and corresponding approved start note drawing up a preliminary design and corresponding approved project note drawing up a technical design superstructure drawing up and submitting the file application for environmental permit support in communication (profile communication expert) drawing up 3D visualisations in the context of communication estimated sum for printed matter in the context of communication and participation Part 2: Feasibility study bicycle tunnels R31 (conditional section) The R31 forms the ring road around Ostend and acts as an essential traffic axis for both local and through traffic. Along the route there are several residential areas, side streets with local accessibility function, dispersed trade and service activities, schools and intersecting bicycle connections. There is a clear need for conflict-free cross-connections for cyclists and pedestrians. The main problems are: strong traffic pressure, complex intersections, barrier operation for cyclists and pedestrians. The feasibility study focuses on the intersections for cyclists in the part of the R31 between the Zandvoordestraat and the Stuiversstraat (both intersections included). The services for Part 2 include: looking up the boundaries of the public domain carrying out cross-sectional counts (if necessary) drawing up microsimulations (for existing condition and design scenarios) drawing up a feasibility study Both parts of the study assignment are subject to: In order to ensure the necessary attention to road safety, traffic engineering, human factor and road design throughout the design process, at least one member within each design team must have a certificate of recognised training as a road safety auditor (https://www.vlaanderen.be/mobility-and-public works/traffic/road safety audit).
