Tactics

When contracts were awarded in this country and sector, usually only one or two bids came in. A solid bid has a real chance here. (Based on 5,271 completed awards — not a statement about this procedure.)

This procedure allows 34 days between publication and deadline — typical in this country is 18 (median of 9,435 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.

The deadline falls on a Monday — your last full working day is the Friday before. Have evidence and guarantees together by Thursday.
