… of Villeurbanne wishes to continue to call on a single player to manage its paid parking lot and deploy these new tools. The single market provider must, within the scope of its tasks detailed below, contribute to the implementation of these developments along four main lines: - An efficient service to the user thanks to mature digital tools, maintaining a quality of human contact in the reception of the user and support for audiences far from digital; efficient tools and processes for the day-to-day implementation of the parking policy; - Efficient monitoring of paid parking; - A parking observatory contributing to the adjustment of the municipal parking strategy. These objectives are expressed through various contractual requirements, detailed in the rest of the document. Finally, the sensitivity of the missions integrated into the scope of the contract, and their interdependent nature, justify a high level of requirement in terms of continuous evaluation of the service rendered, and an excellent responsiveness of the provider in the management of contingencies. The quality of the interface with the community is strategic not only for monitoring the proper performance of the contract but also for the management of other missions kept under management by the City, such as the establishment of the parking policy or the control of annoying parking. The management of the opening of the barriers of the 238-seat Verlaine car park and the car zone of the Parc de la France libre is the subject of a possible additional benefit (PES).
