… authority of their home country. In the case of a foreign operator, Finland must also have a valid General Security Agreement with the operator's home country. Materials belonging to TLIII may not be exported from Finland without permission. The client enters into a security agreement with the service provider. The measuring areas allocated to the fleet are archipelagic and open sea areas, varying in depth from 2.5 m to about 200 m. The value of the procurement varies from year to year according to the budget available at any given time. The appropriations for the following year are confirmed in accordance with Traficom's budgeting schedule, usually in December of the previous year. A framework agreement may also include years when no orders are placed on the basis of the framework agreement. The framework agreement does not confer on the selected service provider an exclusive right to provide the services specified in the invitation to tender. The customer may provide the services referred to in this procurement himself or order them from a third party. In addition, the framework agreement does not contain an obligation to buy in.
