What the buyer is looking for
The subject of the invitation to tender is the conclusion of a framework agreement on the demand-oriented supply of C-articles in the IT sector, in particular standardised, low-value IT consumables and accessories for the UKM IT warehouse. · The service description is based on the standard products for C-hardware articles for the IT warehouse introduced at the University Hospital Münster (UKM). A deviation from this is not permitted in principle. The UKM operates a highly available and complex IT infrastructure, which is continuously further developed through new construction, conversion and expansion measures as well as the ongoing exchange and supplementation of IT workplaces. The C hardware items used (e.g. input devices, webcams, headsets, adapters and other IT accessories) must be seamlessly integrated into the existing IT landscape and comply with established technical standards.…

… Against this background, it is necessary from a technical, functional and economic point of view to consistently continue the standard products that have already been introduced. This is the only way to ensure that newly procured hardware is compatible with the existing workstation systems, operating systems, end devices used as well as the central management and security mechanisms. At the same time, it is ensured that replacement and supplementary procedures can be carried out without additional testing, testing or integration effort. Deviating from the established standard products would lead to increased effort for technical evaluations, compatibility checks, driver and firmware tests as well as the adaptation of existing operating and support processes. In addition, additional training costs for IT employees and users as well as increased effort in warehousing, spare parts stocking and lifecycle management would be expected. Different product lines also increase the complexity of maintenance, support and troubleshooting and lead to avoidable operational risks. The standardization of the C-hardware enables the UKM an economical, secure and efficient provision of the IT workstations. It reduces the administrative effort over the entire product life cycle and helps to minimize downtime as well as to ensure a unified level of service and support. In order to respect the principle of economy and economy in accordance with § 7 BHO, it is necessary to procure the regularly required C hardware articles via a central framework contract. By bundling requirements, economies of scale can be exploited, uniform procurement and support processes established and economic purchasing conditions achieved. At the same time, it ensures that all organisational units of the UKM can access standardised, compatible and centrally managed hardware products. · The UKM operates a highly available and complex IT infrastructure, which is continuously further developed by new construction , conversion and expansion measures as well as the ongoing exchange and supplementation of IT workplaces.
