What the buyer is looking for

The existing Meeting Centre at Otterweg 27-29 in Beek en Donk is an accommodation in which cultural, welfare and sports organisations are jointly housed. The adjacent Kindcentrum De Raagten also makes use of the sports facilities. The operation of the Meeting Centre has been outsourced to Stichting Dorpshuizen Laarbeek (SDL). The current meeting centre was built in 1985 and expanded several times over the years. The municipality of Laarbeek wants to demolish the current meeting center in Beek and Donk and realize a new building at the same location. The new meeting centre should become the vibrant social heart of the village: a multifunctional accommodation in which spaces are rented by associations and organisations as needed. A place that is freely accessible to everyone, including young and old, and is operated by a professional organization. To this end, a restricted European tender…

… procedure was carried out in 2025 to select a design team to draw up an integrated design for the construction of a new meeting centre at the current location. This design team is currently developing the design into a STABU cutlery with accompanying drawings to the level of a Technical Design. This level is described in the STB of the BNA and NL engineers as a design that is technically designed and specified in such a way that final price formation for the implementation can take place on that basis. For this purpose, drawings are available with definitive layouts, views and room and building part specifications, dimensions and details. As a technical specification, a specification according to the STABU system has been added. The technical design consisting of the STABU specifications and related drawings is hereinafter referred to as the ‘cutlery’. This technical description for the performance of the contract will be shared with the selected candidates at the award stage. During the design phase of the project, the council was constantly informed and included in the progress of the project. The technical draft and corresponding cost estimate will be submitted to the Council meeting in November 2026 so that it can decide definitively whether or not to make the necessary budget available. In the event of a negative decision by the Board, the contracting authority reserves the right to terminate the procurement of this contract after this point. In order to give you an idea of the assignment at this stage, the DO design book has been added to the selection guide as Annex 3. This annex is for information purposes only and no rights can be derived from it as the design is still under development.
