Hankinnan kohde on kuvattu tarkemmin tarjouspyynnössä ja sen liitteissä, erityisesti liitteissä 1 "Hankinnan kohteen kuvaus", 2 "Vaatimusmäärittelyluettelo", 2.1 "Pisteytettävät vaatimukset", 2.2 "Optiot", 3 “Tietoturva- ja salassapitosopimus”, 3.1 “Tietoturvallisuusvaatimukset”, 5 “Toimitusprojektisopimus”, 6 “Tuki- ja ylläpitopalvelut ja palvelutasot”, 8 “Projektisuunnitelma” ja 9 "Asiantuntijat".
