Разрешение за търговия на едро с лекарствени продукти, издадено от Изпълнителния директор на ИАЛ в съответствие със ЗЛПХМ или от регулаторен орган на съответната държава членка (в този случайи Удостоверение за регистрация за търговия на едро на територията на Р. България) или Разрешение за производство, в случай че участникът е производител на лекарствени продукти. Съгласно разпоредбите на чл.197, ал.1 ЗЛПХМ производител на лекарствени продукти може да извършва търговия на едро само с лекарствените продукти, за които има издадено разрешение за производство или Разрешение за внос, в случай че участникът е вносител на лекарствени продукти. Съгласно разпоредбите на чл.196, ал.2 ЗЛНХМ вносител на лекарствени продукти може да извършва търговия на едро само с лекарствените продукти, за които има издадено разрешение за внос или други документи, по преценка на участника, доказващи, че има право да извършва търговия на едро с лекарствени продукти на територията на Р. България или валидна Лицензия по ЗКНВП за търговия на едро с наркотични вещества и лекарствени продукти, съдържащи наркотични вещества – за участници офериращи лекарствени продукти обект на Закона за контрол върху наркотичните вещества и прекурсорите (ЗКНВП) (когато е приложимо) или Други документи, по преценка на участника, доказващи, че има право да извършва търговия на едро с лекарствени продукти на територията на Р. България. Кандидатите следва да предоставят информация за съответното разрешение, като попълнят Част IV, Раздел А от ЕЕДОП, като посочат номер, дата на издаване и срок на валидност. На основание чл. 67, ал. 5 от от ЗОП Възложителят може да изисква по всяко време след отварянето на заявленията представяне на всички или част от документите, чрез които се доказва информацията, посочена в ЕЕДОП, когато това е необходимо за законосъобразното възлагане на поръчката. На основание чл. 87, ал. 1 Възложителят може по всяко време в срока на действие на ДСП да поиска от допуснатите кандидати да представят ЕЕДОП с актуализирана информация относно заявените данни, въз основа на които са включени в ДСП. Преди сключване на договор за обществена поръчка Възложителят ще изиска от участника, определен за изпълнител, да представи копие на разрешението за търговия на едро с лекарствени продукти или еквивалентен документ и Лицензия по реда на ЗКНВП за лекарствените продукти, съдържащи наркотични вещества от Приложения № 2 и 3 на ЗКНВП или еквивалентен документ, както и да извърши съответната регистрация или лицензиране, когато е необходимо.
