What the buyer is looking for
The HUS group sets up a dynamic purchasing system (‘DPS’) for the supply of heart supplies. The products under the heading are listed in more detail below. The products to be procured are defined in more detail in each DPS internal tendering procedure. Requests to participate in the DPS are requested. You can apply to participate in a dynamic purchasing system if you meet the suitability requirements indicated in the ESPD form and in the Criteria for the subject of the contract. The dynamic purchasing system shall include all candidates who meet the suitability requirements. Various cardiac supplies are mainly purchased from the system for use in specialised medical care. The product groups to be procured include, but are not limited to: - Heart valves - Heart cannulas - TAVI flaps - pacemaker devices and pacemaker wires - Electrophysiological accessories - Beating heart surgery supplies…

… - Heart valve repair supplies - Other heart supplies excluding invasive cardiological supplies The list above describes the product groups of the dynamic purchasing system at the top level, and the product groups described also include other accessories belonging to the product group. The actual procurement shall be carried out by means of internal competitive tendering within the dynamic purchasing system, which shall describe and specify the subject matter of the procurement. The contract period is defined in internal tendering separately on a case-by-case basis. HUS reserves the possibility to use the consignment stock for internal tendering in the DPS. A participant shall establish a consignment stock if it offers a dynamic purchasing system in an internal tendering procedure for a sub-area or product group for which a consignment stock is required. The store warehouse is intended to be used in internal tendering or in areas or product groups of internal tendering where it is appropriate. The draft merchant stock agreement is attached to the request for participation. In this case, the storeroom warehouse means the warehouse maintained by the contract supplier and placed at the Customer's premises. The orderer determines the appropriate size and range of the consignment stock, taking into account the delivery time and consumption. HUS reserves the possibility to request a value-added service as an option in the internal tendering procedures of a dynamic purchasing system, which may be aimed at ensuring availability, improving the quality of nursing and deepening competence through complementary training. If necessary, HUS also has the right to purchase products outside the dynamic purchasing system, for example on the basis of separate tenders, direct awards or existing contracts. HUS aims to procure high-quality supplies and products to support patient care through a flexible and simple procedure. In addition to HUS, products tendered through the procurement system can also be purchased for the participating wellbeing services counties (Kymenlaakso wellbeing services county, South Karelia wellbeing services county, Päijät-Häme wellbeing services county or Uusimaa wellbeing services counties). The wellbeing services counties involved are defined separately for each tendering procedure within the procurement system. The DPS shall be valid until 30 January 2029, unless it is shortened or extended by means of a separate notice. At the time of publication of the request to participate, HUS estimates that approximately 10 calls for tender will be published within the DPS between 2024 and 2029. The amount is a preliminary estimate, which may change significantly as the need for competitive tendering and the grouping of products becomes clearer later. At the time of publication of the request to participate, HUS estimates the total value of the entire duration of the DPS at a maximum of EUR 75 000 000, taking into account any purchases made in the DPS. This estimate is preliminary and based on the currently known need for procurement. HUS does not undertake any purchase quantities or tie-in obligations with this notice. Requests to participate in the dynamic purchasing system may be submitted:
