The City of Hämeenlinna (in future also the contracting entity/subscriber) will request your request to participate in new cars and vans in accordance with this request to participate and its annexes. This is a dynamic purchasing system (DPS) through which individual vehicle purchases are put out to tender. The estimated value of the procurement excluding VAT for the calendar year is approximately EUR 0-100,000. This is an estimate that is not binding on the contracting entity. … participate, the candidate has accepted this. A request to participate in a dynamic purchasing system may be submitted at any time during its validity. The validity of the procurement system may be extended by means of a new contract notice. The procurement system consists of a so-called start-up phase and a so-called procurement phase. Requests to participate will be received during the start-up phase, but there will not yet be any internal calls for tender within the procurement system. At the procurement stage, requests to participate are received and, if necessary, internal calls for tenders are organised. At the end of the start-up phase, a decision to admit (or reject) a candidate to the DPS will be taken within 30 working days of the end of the start-up phase. Thereafter, an attempt shall be made to take a decision within 10 working days of receipt of the request to participate; where the acceptance assessment has to examine supporting documents or otherwise verify the fulfilment of the suitability requirements or there are other reasonable grounds, an attempt is made to reach a decision within 15 working days of the receipt of the request to participate. Due to holiday periods, requests to participate are not, in principle, processed from mid-December to Epiphany, during winter or autumn holiday weeks, or from midsummer to mid-August. This may take the form, for example, of a temporary closure of the DPS by the contracting entity. Options include used cars and vans, vehicle maintenance and repair services, other vehicle-related services, and vehicles other than cars and vans. These are options that are not binding on the subscriber. If the customer has purchased the vehicle through this DPS, the customer has the right to purchase services related to the vehicle in question, such as maintenance and repair services, from the same place. In other words, this DPS applies to new cars and vans. The customer has the right to buy other vehicles through other means. The customer has the right to purchase services relating to vehicles through other means. Other options include entities controlled by the City of Hämeenlinna, which have the right, but not the obligation, to use a dynamic purchasing system.
