When organising pre-primary education, it must also be taken into account that children participating in pre-primary education have access to early childhood education and care services (Early Childhood Education Act, section 12 entitled to early childhood education and care). This invitation to tender concerns pre-school education provided by private service providers. In accordance with Section 9 of the Basic Education Act, pre-primary education must last for one year and, in accordance with Section 3 of the Basic Education Decree, be provided for at least 700 hours per year, i.e. an average of four hours per day. The day shall not include more than five hours of pre-primary education. In accordance with Section 6 of the Basic Education Act, participants in pre-primary education must have access to early childhood education and care services (additional early childhood education and care). Under the Basic Education Act, it is the duty of the municipality to assign a pre-primary education place to the child at the request of the guardian. Pre-primary education staff develop learning environments and working methods in a child-oriented manner, involving children and guardians.
