What the buyer is looking for
By that notice, the HUS group sets up a dynamic purchasing system (‘DPS’) for the purchase of various medical, hygiene and general supplies and equipment for primary and specialised care. The products to be procured are defined in more detail in each DPS internal tendering procedure. We invite you to apply to participate in the Dynamic Purchasing System (DPS) for "Health Care and General Supplies and Equipment 2024-2029". As a rule, different products are purchased from the system for use in specialised health care and primary health care. With this dynamic purchasing system, HUS aims to purchase a variety of medical, hygiene and general care supplies, as well as small-scale diagnostic and patient care equipment for a variety of needs. The product groups to be procured include, for example: - medical dispensing products - products for babies and breastfeeding (baby bottles, socket cups,…

… chest gums, etc.) - arc rollers and similar - generic patient cuffs - various measuring instruments and vision test panels - stethoscopes - patient attachment devices and body support devices - low-diagnostic devices (hearing and vision testers, thermometers, small patient monitors, etc.) - other small devices (breast pumps, headlights, patient scales, TENS devices, etc.) Internal tenders may also include other accessories or devices. The tendered entities are defined in more detail in internal tendering. In addition to the HUS Group (HUS), products tendered through the dynamic purchasing system can be purchased for the HUS Group's owner members (the City of Helsinki, the Eastern Uusimaa wellbeing services county, the Central Uusimaa wellbeing services county, the Vantaa and Kerava wellbeing services county and the Western Uusimaa wellbeing services county), the wellbeing services counties of the YTA area (Kymenlaakso wellbeing services county, the South Karelia wellbeing services county and the Päijät-Häme wellbeing services county) and the Defence Forces. The entities participating in the procurement are defined separately in each DPS internal tendering procedure. The dynamic purchasing system for "Healthcare and general supplies and equipment 2024-2029" shall be valid until 31 December 2029, unless it is shortened or extended by means of a separate notice. At the time of publication of the request to participate, HUS estimates that 10-40 tenders will be published within the DPS between 2024 and 2029. The amount is a preliminary estimate, which can change significantly even when the need for competitive tendering and the grouping of products becomes clearer later. The value of the procurement is estimated to be approximately EUR 50 000 000 (VAT 0%) during the imputed five (5) year contract period. However, the realised value of the procurement depends on the number and extent of orders and the length of the contract periods for internal tendering. The value of the purchase may be significantly lower than the above-mentioned maximum value, and the maximum value does not give rise to any tie-in obligations for HUS. Requests to participate in the dynamic purchasing system may be submitted for the entire duration of the system. It shall remain valid until the date indicated in the contract notice, unless it is suspended or modified during the period of validity of the dynamic purchasing system. The actual procurement shall be carried out by means of internal competitive tendering within the dynamic purchasing system, which shall describe and specify the subject matter of the procurement. A separate contract shall be concluded for each internal tendering procedure. The contract period is defined in internal tendering separately on a case-by-case basis. A contract awarded on the basis of an internal tendering procedure may continue for a fixed term or for an indefinite period even after the end of the period of validity of the dynamic purchasing system. You can apply to participate in a dynamic purchasing system if you meet the suitability requirements indicated in the ESPD form and in the Criteria for the subject of the contract. It shall include all candidates who meet the suitability requirements. HUS reserves the right to purchase medical, hygiene and general supplies and equipment and related
