… through the procurement system can also be purchased for use by ISLAB. This DPS is valid until 14.8.2029 unless shortened or extended by a separate notice. At the time of publication of the request to participate, HUS estimates that 30 tenders will be published within the DPS between 2025 and 2029. The amount is a preliminary estimate that can change significantly. At the time of publication of the request to participate, HUS estimates the total value of the entire duration of the DPS at a maximum of EUR 20 000 000, taking into account any purchases made in the DPS. This estimate is preliminary and based on the currently known need for procurement. HUS does not undertake any purchase quantities or tie-in obligations with this notice. Requests to participate in the dynamic purchasing system may be submitted for the entire duration of the system. It shall remain valid until the date indicated in the contract notice, unless it is suspended or modified during the period of validity of the dynamic purchasing system. You can apply to participate in a dynamic purchasing system if you meet the suitability requirements indicated in the ESPD form and in the Criteria for the subject of the contract. The dynamic purchasing system shall include all candidates who meet the suitability requirements. The DPS is described in more detail in the request for participation and its annexes. The actual procurement shall be carried out by means of internal competitive tendering within the dynamic purchasing system, which shall describe and specify the subject matter of the procurement. A separate contract shall be concluded for each internal tendering procedure. The contract period is defined in internal tendering separately on a case-by-case basis. E-auctions can be used in intra-DPS competitive bidding. The possible use of electronic auctions is described separately in each internal tendering procedure. Attached to this invitation to participate are the preliminary terms and conditions to be used in internal competitions within DPS. However, those terms and conditions may be derogated from on a procurement-by-procurement basis, and the final terms and conditions for each tendering procedure within DPS are always determined by the invitation to tender for the tendering procedure within DPS and its annexes. APPLICATION OF THE IPI REGULATION AND ACTION The DPS is subject to the European Commission’s IPI Regulation and measure (Article 2 of Commission Implementing Regulation (EU) 2025/1197; Article 8 of Regulation (EU) 2022/1031 of the European Parliament and of the Council). Under the IPI measure, a procuring entity will exclude bidders from the People's Republic of China from the procurement procedure. In addition, a procuring entity will apply the obligations under Article 8 of the IPI Regulation for suppliers selected in a competitive bidding process in internal competitive bidding within a DPS if the estimated value of the internal competitive bidding process exceeds the EU threshold (Article 6(5) of the IPI Regulation).
