What the buyer is looking for
As a public agency for international technical cooperation, Expertise France works alongside partner countries to advise and support them in strengthening their public policies. To this end, the Agency coordinates and implements projects of national or regional scope in the main areas of public action: - democratic, economic and financial governance; - peace, stability and security; - climate, biodiversity and sustainable development; - health and human development. The cooperation activity carried out by Expertise France results in the concentration of activities in certain geographical areas, which require, on the basis of findings and concerted discussions, the pooling of resources within shared offices or project support units (PSUs). As part of its organizational transformation, Expertise France has set up a Task Force dedicated to decentralization. This initiative aims to…

… strengthen and accelerate the process of decentralization by strengthening the means of implementation, support and management of field activities. The main objective of the Decentralisation Task Force (DTF) is to coordinate and ensure the effective deployment of decentralised structures, including Country Directorates, Project Support Units (PSUs), as well as pooled offices and decentralised project teams. In this context, the "Expertise Network of the Decentralization Task Force" allows the rapid mobilization of adapted technical expertise, specialized in the support of change and in the establishment of decentralized structures, in the countries of intervention of Expertise France, in accordance with the defined target organizations. The intellectual services missions will support the establishment of organizations pooled resources between projects implemented by Expertise France in the same geographical area. The expertise missions assigned under this DPS will thus help to optimise and strengthen the capabilities deployed in the field, in a decentralised approach and with improved project management by the Agency. Expertise assignments, once validated by the TFD team, will be the subject of specific contracts awarded under this DPS. Each specific contract will be awarded to the operator submitting the most economically advantageous tender, on the basis of the award criteria set out in the contract notice or, where the call for tenders is published by means of a pre-information notice or a periodic indicative notice, in the invitation to confirm interest. These criteria may, where appropriate, be further specified in the invitation to tender. The selected contractor will then carry out the mission under the direct supervision of the field team and under the coordination of the TFD team, throughout the duration of the mission. The deliverables will be validated by the TFD team, in connection with the services concerned. The duration of the expert assignments will be specified in each specific contract and may not exceed the period of validity of the DPS.
