What the buyer is looking for

The subject of the framework contract is structural inspections in accordance with the specifications. The structural tests are divided into the following performance areas: Power range 01: Single test performance range 02: The areas of performance are hereinafter also referred to as "lots" due to the specification of terms in this notice form. The framework contracts for the provision of the services specified in the specifications (Annex 1 to the framework contract) are concluded by means of a so-called "open house procedure" (see further details in the Additional information section and in the cover letter, which can be accessed via the electronic address specified in the Communication section). The framework contract to be concluded includes, for each contractor individually, those areas of work described in more detail in the terms of reference (Annex 1 to 3 to the framework…

… contract) for which the admission requirements have been demonstrated with the application for admission. Specific contracts awarded on the basis of the framework contract concluded may cover all services or only parts of one or more service areas for which a contractor has been authorised. This framework contract enters into force when the AN receives the approval in the open house procedure as well as the acceptance of the AN's offer to conclude a contract and is limited to 31.12.2026. The framework contract may be renewed twice for a further year. The extension for a further year occurs automatically, unless the client terminates the contract at least 3 months before the end of the contract period. Applications for admission and thus also the conclusion of a framework contract can be made during the entire duration of the open house procedure. More details are provided in the framework contract.

Tactics

When this buyer has awarded in this sector, usually only one or two bids came in. A solid bid has a real chance here. (Based on 70 completed awards — not a statement about this procedure.)

This procedure allows 745 days between publication and deadline — typical in this country is 32 (median of 20,496 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.

Foreign bidders

In Germany · Architecture & engineering, 404 contracts went to foreign companies over the last 3 years (of 111,169 recorded awards) — mostly from Austria, Switzerland, Poland.

Submission language: German.

Measured from linked award data; foreign winners bidding through a local subsidiary count as domestic — the true share is higher.
