Your path to submission

  1. Deadline: 9 November at 09:00 — 8 days left.
  2. You submit on eZamówienia — not here and not by e-mail. ↗ Submission via eZamówienia: account required; above the EU threshold a qualified signature, nationally the 'trusted signature' often suffices — check the wording. Sort out account and signature first — not on submission day.
  3. Collect your evidence — the eligibility requirements are listed on this page; for many of them the analysis explains how to obtain them.
Compiled automatically from notice and documents — no guarantee; the procedure's wording is binding.

What the buyer is looking for

The subject of the contract is the supply of passes entitling employees and pensioners of MOPS to use recreational and sports services of a diverse nature in the form of a sports package as part of a monthly subscription. 1. By means of the passes/entry passes provided, the Contractor will ensure that eligible employees and pensioners of MOPS have access to recreational and sporting services of a varied nature in the form of a sports package as part of a monthly subscription. 2. At the time of joining the sports and recreation program, users should provide the provider of passes/cards with data, i.e.: name and surname as well as the name and registered office of the employer, and in the case of seniors also the month and year of birth. 3. … (including: aerobic, aqua aerobic, body bike, gymnastics, yoga, pilates, indor cycling) climbing walls, gyms, squash, martial arts, tai-chi, dance lessons, ice rinks. 4. If beautifying services, e.g. vacu, massages (rollmassages), vibration platform, solariums, salt caves, saunas, cosmetic treatments, hairdressing treatments, are included in the ‘List of points for the task’, they will not be taken into account by the Contracting Authority to assess whether the condition for participation in the procedure is met or to evaluate tenders. 5. The Contractor must ensure that the contract is carried out within the following time limits: from 01/01/27 to 31/12/2027. 6. The tender must be unambiguous and comprehensive, i.e. covering the whole contract. 7. Passes/cards should be prepared in the form of personal cards, e.g. magnetic cards, chip cards, proximity cards enabling entry to individual sports and recreation facilities for each of the eligible persons. For people with a phone, a form of verification in the form of a mobile application is also allowed. 8. The Ordering Party allows entrance tickets only in the form of passes/registered cards, because not every employee or pensioner has a mobile phone or e-mail. 9. Passes/cards should authorize the user to enter and use services in facilities located throughout the country (if such facilities will be owned by the Contractor) in particular in the area of the city of Wrocław. 10. In the case of justified verification by sports facilities, verification by presenting a document confirming identity is allowed. 11. The range of services available as part of the sports package should be available on the Contractor's website. 12. Under the carnet/card, the contractor must, inter alia, provide the services listed in point 2 and have at least two swimming pools of at least 20 m each in Wrocław, with the proviso that the minimum number of establishments/facilities in the city of Wrocław must be 50. Tactics

When contracts were awarded in this country and sector, there was usually a single bid in the end. A solid bid has a real chance here. (Based on 180 completed awards — not a statement about this procedure.)

This procedure allows 10 days between publication and deadline — typical in this country is 18 (median of 9,435 procedures). Much tighter than usual: the first week counts.

The deadline falls on a Monday — your last full working day is the Friday before. Have evidence and guarantees together by Thursday.

Foreign bidders

In Poland · Culture & sport, 51 contracts went to foreign companies over the last 3 years (of 2,896 recorded awards) — mostly from Germany, Bulgaria, United States.

Measured from linked award data; foreign winners bidding through a local subsidiary count as domestic — the true share is higher.
