A detailed description of the subject-matter of the contract and the manner of its implementation are set out in the draft provisions of the contract, which constitute Annex 4 to the ToR. 6. The Contractor shall: 1) provide the Ordering Party with a 24-month guarantee and warranty for the provided registration plates, counted from the date of individual delivery (i.e. the date of signing by the Ordering Party, without reservations, the acceptance report of individual plates). 2) offer the Ordering Party a time limit for the delivery of license plates up to 10 business days and a time limit for the delivery of replacements and individual plates of up to 4 business days. The deadline for the delivery of replacements and individual tables is a criterion for the evaluation of tenders. By working days, the Ordering Party understands days from Monday to Friday, except for public holidays. Delivery dates will be counted from the date of receipt of the unit order. The contracting authority does not allow for the possibility of submitting partial tenders. The procedure was not divided into lots because the value of the contract does not exceed the EU threshold, the conditions for participation in the procedure were set at a minimum level, so the contract is available to small and medium-sized enterprises. The specific nature of the activity, which is the production of registration plates, means that this activity is mainly carried out by small and medium-sized enterprises. Difficulties in coordinating the activities of different contractors implementing individual lots could jeopardise the proper performance of the contract, as it is carried out on a monthly basis with many, small quantitative lots, but differentiated in terms of the type of license plates delivered. The only possible division of the contract into lots would take into account the types of tables and would also entail increased costs, e.g. for supplies. 9. The Ordering Party reserves the obligation for the Contractor to perform the key part of the contract in person within the scope covered by the entry in the register of entrepreneurs producing registration plates. 10. The contracting authority does not allow for the possibility of submitting a variant offer. 11. The contracting authority does not provide for the award of the contracts referred to in Article 214(1)(8) of the Public Procurement Act.
