The contracting authority did not divide this contract into lots because the subject matter of the contract is uniform and its division would entail the need to coordinate the actions of different contractors, which could lead to difficulties in ensuring data consistency, compatibility of studies, timeliness of implementation and unambiguous determination of liability for possible errors or non-compliances. At the same time, the Contracting Authority points out that the value of the contract has been estimated at a level not exceeding the EU threshold. The contract is therefore fully accessible to small and medium-sized enterprises. 7. The Ordering Party does not reserve the obligation for the Contractor to perform the key part of the contract in person. The Contractor may subcontract part of the contract to a Subcontractor. Entrusting the performance of part of the contract to subcontractors does not release the contractor from responsibility for the proper performance of this contract. 8. Pursuant to Article 95 of the Public Procurement Act, the Contracting Authority does not require the Contractor or the Subcontractor to employ, on the basis of an employment relationship, persons who perform a specific type of activity in the performance of the contract.
