… way as to enable the future subject-matter of the contract to be described unambiguously, exhaustively and in a non-discriminatory manner. The documentation is to ensure the possibility of preparing bids by contractors of construction works, preparation of measurements and cost estimates and proper implementation of the investment. The basis of the study is in particular the document "OPIS TO CONCEPTION 03.08.26.docx" together with the graphic part and the attached technical conditions. 3. Location and overall scope of investment 3.1. The investment is located in Mirec, in particular on plot No 2656/34, area 0008 Mirzec II, in accordance with the materials provided by the Ordering Party. 3.2. The scope of the investment includes the construction of a multifunctional public utility facility with land development, an underground part, a parking lot and a U1 hiding place for at least 500 people. 3.3. The facility is to enable the simultaneous operation of various utility zones, including cultural, library, educational, music, scouting and TSO activities. The concept assumes, among others, the possibility of organizing events in the performance hall and meetings for about 300 people. 3.4. The design documentation shall include arrangements for independent use of the individual zones and appropriate acoustic separation and access control. 4. Special priority – hiding place U1 for at least 500 people 4.1. The contracting authority requires that the development of solutions for the U1 hiding place be carried out in the first place and constitute the PRIORITY of the implementation of this contract. 4.2. The U1 hiding place was provided in the underground part of the building as a separate space intended to protect people in emergency situations. It should be functionally separated from other parking spaces, ensuring adequate communication, evacuation possibilities and access to the necessary installations. 4.3. U1 solutions should be developed in accordance with the current regulations on civil protection, protective structures, fire safety, technical conditions and other regulations applicable to the proposed solution. 4.4. Under U1, the Contractor will in particular develop: - functional-spatial and architectural solutions; - structural solutions, including those required for the underground part; - solutions for partitions, protection and resistance required by law; - ventilation and solutions ensuring the required conditions of occupancy of persons; - sanitary and plumbing installations to the extent required for function U1; - electrical, emergency and power installations for the necessary equipment; - lighting and marking; - evacuation and communication solutions; - security and communication systems, if required; - the required calculations, analyses, opinions and arrangements; - specific equipment requirements resulting from applicable regulations and arrangements. 4.5. U1 solutions must be coordinated with the structure, underground parking, communication, installations and the rest of the building. 4.6.
