Tactics

When contracts were awarded in this country and sector, usually 5 or more bids came in. Many compete here — price and references decide. (Based on 5,149 completed awards — not a statement about this procedure.)

This procedure allows 95 days between publication and deadline — typical in this country is 18 (median of 9,435 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.

Foreign bidders

In Poland · Construction work, 142 contracts went to foreign companies over the last 3 years (of 197,109 recorded awards) — mostly from Germany, Spain, France.

Measured from linked award data; foreign winners bidding through a local subsidiary count as domestic — the true share is higher.
