What the buyer is looking for

REQUEST FOR OFFER: Energy audits, renovation passports and energy certificates The City of Hämeenlinna (contracting entity) requests your offers for the various energy audit models (so-called Motiva energy audits), renovation passports and energy certificates that are supported by the Ministry of Economic Affairs and Employment. The procurement is not divided into lots. The City of Hämeenlinna's urban strategy aims to ensure that properties are healthy, safe, energy-efficient and used efficiently. One means of achieving this goal has been the Local Government Energy Efficiency Agreement (KETS). The City of Hämeenlinna is also committing to the Public Sector Energy Efficiency Agreement (JETS) for the 2026-2035 period. The procurement supports the objectives of this agreement, such as 1) Continuous and systematic work to identify and implement energy saving opportunities in buildings, e.g.…

… through energy audits 2) Energy-efficient HVAC procurement 3) Energy-efficient property management and maintenance 4) Energy management development 5) Renovation passports The subject of the reviews, renovation passports and energy certificates are properties managed by the facility services of the City of Hämeenlinna, insofar as the City is responsible for the energy use and costs of the properties. There are approximately 140 buildings and their total area is approximately 230,000 m2. The building stock mainly consists of schools and kindergartens equipped with conventional HVAC technology and centralised RAU. The sites are connected to the remote control room system of the City of Hämeenlinna. The City of Hämeenlinna has a maintenance book system in use, from which the service provider can use the building operating and maintenance instructions, LVISA drawings, floor plans, service requests, maintenance books, PTSs and any other technical reports as the basis for the work. In addition to the central city of Hämeenlinna, the buildings are also located in the former municipalities of Kalvola, Rengo, Hauho, Tuulos and Lammi. It is a service contract in accordance with the Procurement Act 1397/2016, the estimated value of which, excluding VAT, is approximately EUR 90.000. It is a value that is not binding on the contracting entity. It is a service contract above national claw value and it is an open procedure framework agreement with open electronic access to procurement documents. The benchmark is the most economically advantageous solution with a price weight of 80% and quality of 20%. Three contractors will be selected for the contract period. The contract will start on 28 June 2027.
