What the buyer is looking for

This assignment takes place within the framework of the Interreg Maas-Rhine project “SPONGE”. This project runs from October 2025 to October 2028 and aims to increase the resilience of the landscape against drought and flooding thanks to an improved sponge effect. Landscape Park Bocageland Bocageland is one of the partners within SPONGE and tractor of work package 1. The park comprises the territory of the municipalities of Eijsden-Margraten, Gulpen-Wittem and Vaals in the Dutch province of Limburg, Voeren in the Belgian province of Limburg and the municipalities of Dalhem, Aubel and Plombières in the province of Liège. These municipalities are situated in a common bocage landscape, known locally as Heuvelland, Voerstreek and Land van Herve respectively, and have in common that they are all located on the Dutch-Belgian border and/or on the Belgian language border. These administrative…

… boundaries pose challenges, including in the field of water management. The administrative boundaries do not coincide with the natural boundaries of the three river basins within the landscape park. It concerns the water catchment areas of the Berwijn, Voer and Geul watercourses. The area has been hit hard by floods on several occasions over the past decade, in particular during the floods of July 2021 and May 2024. The region is vulnerable due to the combination of the pronounced relief, land use, including the location of the settlements in the landscape, and climate change. Like flood risk, climate change has also increased drought risk, with the extreme drought in summer 2026 being the latest manifestation. A cornerstone of SPONGE is the solidarity between upstream and downstream residents and land users. After all, the fate of stakeholders downstream depends on the measures taken upstream. Indeed, the advantages and disadvantages of Nature Based Solutions (NBS) do not only affect those implementing the measure. Therefore, science-based information and awareness-raising is a crucial first step. Plots / Lots: Lot 1 includes the scientific support of the MBL in the Berwijn basin in Wallonia, and assistance from the contractor of lot 2 in the MBL Voer, which is mainly located in Flanders and for a smaller part in Wallonia. This assistance mainly concerns the provision of the necessary scientific data for the Walloon territory of MBL Voer and the presence at the (bilingual) workshops of MBL Voer.; Lot 2 includes the scientific support of the MBL Voer on Flemish territory (with the assistance of the contractor of lot 1 as described above) and MBL Geul on Dutch territory.

This procedure allows 26 days between publication and deadline — typical in this country is 34 (median of 3,233 procedures). Much tighter than usual: the first week counts.

The deadline falls on a Monday — your last full working day is the Friday before. Have evidence and guarantees together by Thursday.

Foreign bidders

In Belgium · R&D services, 542 contracts went to foreign companies over the last 3 years (of 1,152 recorded awards) — mostly from Germany, France, Italy.

Measured from linked award data; foreign winners bidding through a local subsidiary count as domestic — the true share is higher.
