… compliance with the regulations. Plots / Lots: The subject of this contract is the provision of operational services for the VRT with regard to so-called tailspend purchases with limited value. These non-strategic purchases include, but are not limited to: small IT material, audiovisual material, books, business gifts, flowers, event organisation, off-site activities for VRT staff and small marketing supplies. These are purchases that are not covered by existing (direct) framework agreements. Subject to justified exceptions, the value of individual purchases shall not exceed -10,000 (excluding VAT). Under no circumstances will the value of an individual purchase exceed -30,000 (excluding VAT). The financial thresholds used in this contract are flexible and may be adjusted during implementation if the applicable public procurement legislation changes. The contractor accepts that VRT can unilaterally adjust these thresholds to ensure compliance with the regulations. The contractor undertakes to carry out the aforementioned purchases in its own name and on its own behalf, and is also responsible for the delivery or delivery of the goods and services concerned to the VRT. The contractor will, where possible and appropriate, bundle the purchases requested by the VRT and will be responsible for the management and implementation of all relevant purchasing aspects. The services provided and goods and services purchased by the contractor will be invoiced to the VRT in a correct and transparent manner. The VRT does not make any advance payments in the context of the performance of this contract. Declaration on honour The candidate attaches to his tender a declaration on honour in which he expressly confirms that the purchases will be carried out with his own financial resources, followed by invoicing to the VRT. The absence of such a declaration of honour leads to the substantial irregularity of the tender. Local implementation Given the nature of the purchases and their destination for local use, these should, as far as possible, be realised through local suppliers. The contractor must have a thorough knowledge of the Belgian market conditions, as well as a sufficient command of the two national languages. Objectives of the contract With this contract, the VRT aims in particular to: achieving cost savings by optimising internal purchasing processes for tailspend purchases; the introduction of a uniform and efficient invoicing methodology; ensuring a fast and high-quality service; significantly simplifying the supplier base.
