What the buyer is looking for
This assignment concerns the evaluation of the ESF+ Learning Ecosystems programme (LES) which currently supports 21 projects in Flanders. The aim of this LES is to strengthen the learning spirit of Flemish citizens, young and old, and to increase their participation in lifelong learning. The projects achieve this by supporting citizens in real-life contexts in discovering and developing their talents, formulating future perspectives and designing a personal learning path. Particular attention is paid to those who have difficulty learning in more formal learning contexts. The LES projects connect different formal, non-formal and informal learning contexts with a view to better aligning with individual learning objectives and learning styles. The evaluation has two objectives: accountability and knowledge building among strategic partners and relevant actors. The evaluation question that…

… is central to this assignment is: To what extent and in what way do the LES projects contribute with their learning offer to strengthening the learning capacity (learner agency) of citizens, in particular those with difficulties in learning? To answer the overarching evaluation question, the client assumes a theory-based evaluation approach with a three-pronged evaluation strategy: 1. Formal evaluability study to further develop and refine the theoretical and explanatory model on how projects can contribute to the intended (and undesirable) effects and, based on this, to identify/categorise the strategies and learning paths used; 2. Empirical impact assessment to investigate and explain the effects of the offer of the LES projects in individuals through (comparative) case studies; 3. Knowledge-sharing activities aimed at building and disseminating knowledge to actors from within and outside the ESF+ Learning Ecosystems programme. Tenderers must propose in their project proposal an approach and corresponding research methods for each part of the evaluation assignment that are tailored to the evaluation questions and objectives. The assignment has an execution period of 18 months. The implementation is planned from January 2027 to June 2028. The order uses a price fork of 125,000 to 150,000 euros (including VAT). The main deliverables are the inception report, the evaluation report and knowledge-sharing and capacity-building activities/products of relevant actors. For this assignment we are looking for a motivated research team that has relevant thematic knowledge, experience with theory-based impact evaluation and case study research. The contract will be awarded on the basis of the best value for money.
