On the basis of a publication, the organisations that meet the requirements are admitted. Any organisation that meets the minimum requirements set by the municipality and declares its willingness to comply with the pre-announced conditions may participate. Rotterdam must be a safe city to live in. That is why the municipality of Rotterdam is committed to preventing (attempts at) home burglary as much as possible. In order to provide financial assistance to homeowners in Rotterdam when taking anti-burglary measures, the municipality of Rotterdam has set up the ‘private incentive scheme’. In collaboration with several entrepreneurs, the hinges and locks of homes in Rotterdam are being improved. The entrepreneurs invoice 50% of the contract value to the municipality of Rotterdam up to a maximum of €550 including VAT per home, the remaining amount is invoiced to the private homeowner. The companies are PKVW certified, have a wide choice of effective hinges and locks and can demonstrate that the consumer is advised on the correct use of their hinges and locks. In addition, the entrepreneurs have the capacity to carry out an average of 150 contracts per year for the private incentive scheme in addition to their regular contracts. This consists of the home visits and the ensuing work. The economic operators may process the notification within a period of four (4) months of receipt. The processing of the notification involves: making contact and scheduling a home visit, the home visit, drawing up a quotation, the cooling-off period of a customer for the quotation, scheduling the work, carrying out the work and the invoicing process to the customer and the municipality of Rotterdam.
