What the buyer is looking for
The subject of the procurement is the school transport services of the Utsjoki school of the municipality of Utsjoki (hereinafter also referred to as "the contracting entity" or "the client"). School transport is about transport between home and school. Transfers are carried out on school days fixed for each academic year. During school holidays, school transport is not carried out. Even during remote teaching or other special arrangements in the event of exceptional circumstances, school transport may not be carried out. Routes and timetables are agreed in more detail between the Contracting Entity and the selected service provider before the start of the service. The subject of the procurement is described in Annex 2 Description of the subject of the procurement and elsewhere in the tender documents. The contracting entity does not commit to certain procurement volumes, but to the…

… procurement of the Service as required by the contracting entity. The contract does not confer on the service provider an exclusive right to provide the services which are the subject of the contract. The contract is valid for a fixed term from the signature of the contract until 31 July 2028, after which it can be extended by two (2) one (1) year option periods. The service provider must have the capacity to start producing services from 1 January 2027 at the latest. A more detailed timetable for starting school transport will be agreed separately. The option periods are a matter of the right, but not an obligation, of the contracting entity. The procurement is not subdivided into lots, as it is a single (1) school transfer, which constitutes a single (1) integrated service package. Dividing the procurement into lots would not be appropriate in terms of the size, nature, mode of transport and operability of the service. Splitting into parts would increase the need for coordination of the service and administrative work. As a result of the procurement procedure, the contracting entity selects one (1) service provider with whom it will award the contract. Partial offers are not allowed. Alternative offers are not allowed.
