What the buyer is looking for

The City of Kajaani / Premises Centre requests offers for the implementation of the new ball hall as an overall responsibility contract (KVR). The contract includes the design, construction and commissioning of the ball hall in accordance with the tender specifications. The aim of the project is to implement a lattice-structured PVC hall that meets the functional and technical requirements set by the city. The contractor is responsible for the design, construction and commissioning of the site as a CRT contract. The CRT contract includes the architectural, structural, geotechnical and building engineering design of the site, obtaining the necessary permits, construction and building engineering work as a whole, site management obligations and tasks of the main contractor, commissioning, official inspections and handover documents, handing over the completed and usable building to the…

… client. The procurement is not divided into lots. The procurement is carried out as a CRT contract, in which the contractor is responsible for the design, implementation, coordination of different design and implementation solutions and the handover of a complete and usable entity. Dividing the procurement into separate lots would decentralise the overall responsibility to a number of contractors and increase the risks associated in particular with the coordination of planning, technical interfaces, schedules and division of responsibilities. Due to the manner in which the procurement is carried out, the overall responsibility and the risks associated with the division of the procurement, the contracting entity considers that the execution of the procurement as a single CVR contract is justified within the meaning of section 75 of the Procurement Act. The tenderer must have familiarised himself with the construction site of the site together with the client. The tour will take place on Wednesday 11 November 2026 at 12:00 noon on site. The work must be completed in its entirety, approved by the authorities, received and ready for commissioning by 28 December 2027 at the latest. If the work is completed and accepted and can be fully commissioned before the contractual completion date, the client will pay the contractor an advance payment of EUR 1,000 (VAT 0%) for each full working day for which the accepted acceptance is less than the contractual completion date. The maximum amount of compensation is EUR 30 000 (VAT 0%). Compensation will not be paid if there are any errors or omissions at the time of receipt that prevent the normal and safe commissioning of the item. In the case of CRT tenders, the tender offering the lowest price shall be accepted. The contract accounting documents are attached to the invitation to tender. Additional information questions concerning the contract will be submitted through the tendering service. If necessary, the tenderer will obtain the paper copies at its own expense. The offer is submitted through the offer service.
