What the buyer is looking for

The procurement of the City of Mikkeli's framework agreement 2027-2029 for municipal engineering, green building and forest management works (option 2 years) mainly concerns contracting in a central urban area, but also in Anttola, Haukivuori, Ristiina, Otava and Suomenniemi. The duration of the framework agreement is 2 years (1.2.2027-31.1.2029, option years 1.2.2029-31.1.2031). The contract period starts on 1 February 2027 after the signature of the contract. The estimated value of the procurement exceeds the EU threshold for works contracts by EUR 5 404 000 (VAT. 0 %). The framework agreement will select 3-8 contractors by sub-area who meet the suitability requirements, eligibility criteria and have submitted acceptable tenders. During the contract period, the customer acquires works and related services from contractors selected by sub-area on the terms specified in the invitation to…

… tender and the contract. The contractor will act as the main contractor for the projects covered by the framework contract. Work on the procurement is unidentified. Based on this procurement process, the framework suppliers to be awarded a framework contract will be selected for each area. The number of contractors, the selection criteria, the framework agreement operating model and the ordering procedure are described in more detail by sub-area. The framework agreement is divided into six (6) areas: 1. Sub-topic: Required infrastructure construction 2. Sub-topic: Infrastructure construction 3. Sub-topic: Construction work for green areas and playgrounds 4. Sub-topic: Rehabilitation of contaminated land 5. Sub-topic: Forestry work 6. Sub-topic: Forest machine work The offer can be submitted in one or more areas. Procurement decisions are made by sub-area. One (1) contract will be concluded with the framework supplier, regardless of how many areas have been selected. Communication between the framework supplier and the client takes place in Finnish. A representative of a framework supplier, a responsible foreman and at least one (1) employee from each working group shall be able to communicate both orally and in writing in Finnish. In accordance with the invitation to tender and the attached documents, a number of framework suppliers will be selected for each lot, corresponding to the client's needs, who will meet the eligibility criteria set out in the tender specifications and whose tenders will be admissible. Correspondingly, fewer contracts will be awarded per lot if fewer admissible tenders are received. In order to promote sustainable development at the worksites of this Framework Agreement, the minimum requirement for the Euro emission classification of equipment is Euro V for trucks and Stage IV for excavators and forestry machinery above 15 tonnes. The emission classification requirement for lorries does not apply to equipment used for the transfer of machinery, nor does it apply to individual shipments of general cargo. The client may organise internal tendering (mini-tendering) for the framework agreement among the contractors selected for the framework agreement. The contractor may decide on a case-by-case basis to participate in the mini-tendering. The contractor shall not be obliged to submit a tender in the case of mini-tendering organised on the basis of a framework agreement. The City may also tender out sites outside this framework agreement where the schedule and planning readiness make it possible. The client decides on a project-by-project basis which sub-area the contracts to be put out to tender belong to. The framework agreement does not confer on the contractor the exclusive right to carry out the works or provide services which are the subject of the contract. The Subscriber reserves the right to reject all offers made for a justified reason. Other units of the City of Mikkeli and the city group companies can make use of the framework agreement. In sites where the construction involves asphalt, the paving work can be carried out as a subordinated side-contract to the main contract. The subordination of a site is subject to a project-specific subordination agreement signed by the client, the main contractor and the site contractor. The subcontracting agreement obliges the main contractor to ensure that the subordinated subcontractor carries out its work.
