What the buyer is looking for
The municipalities of Bergeijk, Bladel, Eersel, Oirschot and Reusel-De Mierden (hereinafter: contracting authority or contracting authority) shall award this contract jointly. Bizob acts as the contracting authority for this call for tenders on behalf of all the aforementioned organisations. The contract will initially cover the execution of the external reconnaissance, referred to as phase 2. The envisaged effective date of the Agreement is 1 March 2027. Because the contract is placed on the market on the basis of a hybrid specification (functional requirements supplemented by technical execution conditions) (see Chapter 2), the contract does not have a fixed term. It concerns a one-off, result-oriented service that is completed no later than 12 months after the start, whereby the final result must have been formally accepted by the individual client. The aim is that the final product…

… to be delivered will be ready for administrative decision-making by mid-January 2028. Depending on the outcome of phase 2 and the decision-making on this by the client, it can be decided for each individual municipality to award a contract for the optional follow-up phase (phase 3). This phase concerns support for the further development and realisation of initiatives and energy communities. The implementation of this phase is foreseen for the period from 1 February 2028 to a date to be specified. The actual lead time of phase 3 depends on several factors, including the results of the external exploration, the nature and characteristics of the initiatives and the necessary administrative decision-making. As a result, the pace and phasing of implementation may vary from one initiative to another and from one municipality to another.
