Tactics

This procedure allows 397 days between publication and deadline — typical in this country is 32 (median of 1,134 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.
The deadline falls on a Monday — your last full working day is the Friday before. Have evidence and guarantees together by Thursday.
