What the buyer is looking for
The subject of the public contract is the delivery and implementation of a comprehensive solution for end device protection and detection, investigation and response to cybersecurity threats, including related functions for security data processing, automation of security processes, threat intelligence and orchestration of responses to security events. Part of the subject of performance is the provision of licenses and the provision of related services. The delivered solution must be provided as a unified, centrally managed multitenant security platform with a web console and unified management. … functionalities enabling centralised collection, processing and analysis of security data, detection and evaluation of cyber threats, support for investigation of security incidents, use of threat intelligence resources and automation and orchestration of responses to security incidents. The subject of performance includes in particular: a) provision of licenses to use the Platform for a period of 4 years to the extent specified in this tender documentation and its annexes, b) implementation, configuration and integration of the Platform into the client's environment, including its commissioning, to the extent of a maximum of 50 man-days (MD), c) training of the client's administrators, d) provision of technical support of the Platform in the 24 × 7 mode in accordance with the specified SLA parameters, e) provision of administration and maintenance of the Platform in the 8 × 5 mode, f) provision of development services based on the client's requirements in the total maximum range of 240 man-days (MD) for the duration of the contract. The solution must be designed in a multitenant architecture that enables the operation of the central parent environment of the sponsor and two separate child tenants. Individual tenants must be logically separated from each other, including segregation of relevant data, configuration, user permissions, and administration, while the central environment must allow for their management and oversight to the extent specified by technical requirements. The multitenant architecture shall allow the use of the supplied solution for the provision of security services to third parties, in particular to the client's customers, through separate tenants. The contracting authority must be entitled to create and operate additional separate tenants beyond the basic scope of performance and to expand the number of protected end devices and the volume of external data processed according to its needs. The performance also includes the possibility of central management of license and data capacities and their allocation to individual tenants within the overall scope of license and data capacities of the contracting authority. The solution must allow for further expansion of the number of tenants and capacities over the duration of the contract. The technical requirements for the Security Platform are set out in Annex 2 to this ZD – Request Form. The Contractor must fill in this form in his tender with the words ‘YES – satisfies’ or ‘NO – does not satisfy’ for each request. In case the supplier indicates ‘YES – satisfies’ for the requirement, it shall also indicate the specific method of verification of compliance with the requirement (e.g. by reference to specific documentation). All the requirements set out in Annex 2 to this ZD are binding and mandatory for the performance of the public contract. In the event that the contractor indicates ‘NO – non-compliant’ for any requirement, it does not fulfil the relevant requirement of the contracting authority and its tender may be excluded from the procurement procedure in accordance with the PPA. Further information on the subject of performance and the conditions of performance can be found in Annex 1 to the Notice – Binding Model Contract (hereinafter referred to as the ‘Contract’).
